AwwaRF Project 3115: "Decision Tools to Help Utilities Develop Simultaneous Compliance Strategies" is presented with the objectives of: Identify and Organize Conflicts and Unintended Consequences; Sort Technology and Optimization Strategies around Conflicts/UICs; Develop a Decision Framework using "Technology-Based Rules"; and, apply framework and rules to "web-based Tool" to help frame treatment decisions. Topics outlined include: optimization of utilities; natural organic matter (NOM) treatment/removal for disinfection byproduct (DBP) control; positives and negatives of NOM removal technologies; transitional impacts are often overlooked in planning; Central Arizona Project in Tucson, Arizona; Washington Suburban Sanitary Commission (WSSC) implements enhanced coagulation; and, Palm Beach County Water Utilities Department switches to nanofiltration (NF) softening. Lessons learned include: operations increasingly complex and flexibility is shrinking; potential for unintended consequences is rapidly increasing; most utilities would rather tweak than switch treatment, but Stage 2 will require lots of new technology; tweaks may be less capital cost, but often require significant increases in O&M costs; any change has potential for negative unintended consequences; transitional WQ must also be managed; "Compliance Monitoring Data" is frequently insufficient to predict impacts of modified treatment/operations, and diagnose the real cause of distribution system WQ excursions.
