This powerpoint presentation begins with this statement: Water utilities are facing tremendous challenges, that if left unaddressed, deliver unacceptably high risks and costs. A list of examples of industry challenges is provided and includes: Aging Infrastructure; Reductions in Manpower; Experience loss (people); Lack of ongoing maintenance; Funding gaps; Increasing customer demands; Conservation and loss control; Supply availability; and, Infrastructure security. These challenges impact the security and operability of utilities. Security has started to be addressed through U.S. Environmental Protection Agency (USEPA), Homeland Security and sourcing agreements. Security in distribution has yet to be fully addressed. Operability is not being addressed and represents a significant risk and cost if the decline is left unchecked. Topics outlined include: operability status-quo; the RISKS and COSTS of maintaining the status quo; and, Capital Improvement Programs (CIP). A case study at the Baltimore Water System is presented that had the following system program objectives: condition assessment; condition improvement; pre-planned operations; system testing; integration of information; and, analysis.
