This paper addresses security issues at finished water storage facilities, and recommends first establishing the importance of the need for security, then optimizing existing security measures, and then laying the groundwork for later enhancements. The paper provides examples of short-term activities presented in priority order to enable utilities to get maximum benefit from activities that could be undertaken. They take into account the political ramifications institutional resistance and limitations on resources. These activities largely apply to, and benefit, the distribution system in its entirety. Longer-term enhancements can be accomplished by developing a plan of action and implementing the necessary procedures and policies and apportioning the appropriate funds for capital improvements. The activities of long-term improvements can be categorized as: implementation of operational changes for normal and emergency scenarios; implementation of physical security measures; and, implementation internal hiring background check and on-site policies. The securing of future facilities can begin immediately by addressing the siting, design, and hardening of facilities from the planning phase forward. The paper provides brief descriptions of future distribution storage security considerations. Includes reference, table.
