The paper describes the process of assessment and rehabilitation of water mains throughout the Highland Region of Scotland by the North of Scotland Water Authority (NoSWA)who initiated the Water Mains Renewals Program. After a competitive tendering process in 2000, three delivery teams were appointed to deliver the program, with work allocation being based on geographic areas: West Coast, East Coast and Lochaber. The Earth Tech/Morrison Joint Venture (ETM) was awarded the East Coast area under a partnership contract. The project drivers for the program include poor levels of service, high frequency of bursts, poor water quality and high leakage levels. The ETM have to identify the right project solutions to achieve maximum benefit and value for money. The mains rehabilitation projects have to be delivered on time and budget to satisfy regulators and NoSWA's own corporate financial targets. Risks must be managed to deliver the benefits while satisfying customer's aspirations and the clear and systematic methodology developed by ETM with NoSWA is central to risk and program management.
