Urban water systems play an important role in the well-being of urban regions. Assessing such systems, however, can be extremely complicated because quantifying system attributes is difficult. To overcome this challenge, it is useful to develop performance indicators to assess performance and quantify progress. In this research, a performance indicator framework was developed to evaluate the degree to which urban water systems successfully satisfied stated objectives. This framework was then applied to the urban water system of Tehran, Iran, to evaluate the ability of the system to achieve its performance objectives. Seven indicators were developed and aggregated into an overall urban water system performance index using a fuzzy inference model. The fuzzy inference model was then used to aggregate the indicators into an overall urban water system performance index. The model presented in this article can be used to evaluate the water system performance index for other urban areas as well as the performance of other urban public utility systems.
