Available guides on implementing point-of- use (POU)/point-of-entry (POE) treatment systems require expert interpretation, which is often scarce. On the other hand, marketing techniques are designed to target consumers directly -- rather than municipal decision-makers -- and, regardless of their knowledge, may lead to the possible implementation of inappropriate or unnecessary systems. This article provides a framework that can help utility managers select and implement small-scale treatment systems. In addition to the more traditional economic and technical considerations, it also takes into account issues associated with sustainability. Selecting a POU or POE drinking water treatment system should be based on system sustainability as it relates to technical, economic, environmental, and sociocultural performance. Indicators capturing the various aspects of a sustainable POU/POE treatment system were developed and their relevance was verified by surveying experts with an interest in these devices. The framework presented in this article is being developed into an interactive, updatable decision support system to help select suitable, certified, and sustainable systems, ultimately extending the usefulness of this work to very small systems and to consumers.
