This paper provides an in-depth discussion of how fast-growing municipalities can successfully and strategically manage IS/IT systems to adapt to a rapid rate of growth. Developing a comprehensive IS/IT strategy requires cooperation from a variety of independent departments and levels both within and external to an organization. The strategic planning process involves evaluating and assessing the current state of business demands, IT infrastructure, IS applications, and staffing to determine issues, opportunities, and financial and technical risk. The goal is to determine the capability of the existing IS/IT systems, infrastructure, and human resources to meet the needs and requirements of a municipality. Based on this assessment and evaluation, recommendations are made to develop a proactive, financially sound strategic IS/IT plan that, when implemented, will sustain the continued growth of the municipality. In addition to developing an IS/IT strategic plan, it is also important to conduct workshops or other outreach activities with municipal staff to build understanding and acceptance of the plan. This paper discusses the strategic IS/IT planning process that was applied for the City of Las Vegas and the challenges involved. Includes 2 references, figures.
