This paper explains how the city of Kansas City is shaping its leadership team so that they have both the vision to conceive strategies, and the ability to implement those strategies successfully. The city of Kansas City has undergone a transformation over the past few years to render its capital improvement management program into an efficient and effective operation. A new organizational structure has been adopted and new leadership is in place. To ensure the success of the new organization, the new leadership team members are being equipped with the skills needed to maintain the momentum created in the newly launched Capital Improvement Management Office (CIMO). The transformation that has occurred is the result of the selection of the right people, putting them into the right positions and providing the right education to allow them to succeed. The on-going leadership agenda has included these elements: Strategic Goals Setting Workshop; Four Leadership Development Courses Focused on the Fundamental Principles of Large Capital Improvement Program Management, Project Management, Communications and Presentations, and Negotiations; Strategic Initiatives Review and Renewal Workshop; Annual 360 Degree Reviews of Leadership Staff; Leadership Mentoring; and, Cooperative development of education courses designed for leaders' work teams with leaders serving as co-facilitators. This paper details each of these areas and how they are integrated around the ultimate goal of self-sustaining leadership excellence. Includes figures.
