In response to the growing importance of water reuse and anticipating the value and need for reclaimed water in the future, the National Water Research Institute and two cosponsors, the Orange County Water District and Irvine Ranch Water District, organized a workshop to address the following question: What priority issues need to be addressed to establish nonpotable water reuse criteria to protect public health using cost-effective technology? To answer this question, a three-day Nominal Group Technique (NGT) Workshop was held in May 1999 in Pomona, California. The technique aims to build consensus among a group of experts on important national and international water resource issues. The 37 invited workshop participants included representatives from state and federal agencies, utilities, academia, consulting engineering, and public interest groups. The workshop identified and prioritized issues and developed a work plan to implement resolution of the issues through research or other means. The ten most important issues, as determined by the workshop participants, are described and recommendations to overcome or resolve each issue are summarized. Includes 3 references, tables.
