The Florida Department of Environmental Protection (DEP) administers a wide range of environmental programs. Included within DEP's scope are the domestic wastewater, industrial wastewater, drinking water, groundwater, air resources, solid and hazardous waste, and environmental resources programs. The domestic and industrial wastewater programs feature comprehensive permitting programs that include the federally delegated National Pollutant Discharge Elimination System (NPDES) program for surface water discharges and a state permitting program for reuse and other ground water discharges. The level of detail in the state groundwater permitting program is comparable to the NPDES program. This paper examines the interrelationships between various environmental programs and water reuse. The regulatory framework in Florida is used to illustrate key programmatic relationships. Florida's commitment to water reuse, dependence on groundwater, and well-developed groundwater and surface water programs combine to make the state a good basis for comparison.
