While there has been much written on both sides of the issue, there are presently no known peer reviewed studies comparing water consumption in allocated and submetered apartments verses non-allocated multifamily residential establishments. Thus, the purpose of the research was to compare water consumption rates between multifamily residential establishments with water allocation methodologies, those with submetering systems, and those that do not allocate the cost of water. In order to conduct a significant comparison of allocated and non-allocated establishments, it was necessary to identify allocated, submetered, and non-allocated multifamily residential establishments within the San Antonio Water System (SAWS) service area. SAWS provides water to approximately 84 percent of the population of the Bexar Metropolitan Area. By using establishments that are all within the same service area, the researcher was able to reduce the number of variables that may have otherwise skewed the end result. Includes 2 references.
