In order to achieve multi-faceted goals for meeting regulatory requirements, protect public health, exceed customer quality expectations and maintain competitive water rates, the Passaic Valley Water Commission (PVWC or Commission) initiated an ambitious program to upgrade its Little Falls Water Treatment Plant (LFWTP) in Totowa, New Jersey. Utilizing an integrated "source-to-tap" approach to water quality, PVWC implemented operational and capital improvements in three functional areas: Watershed Management; Treatment System Upgrade; and Distribution System Water Quality. This paper describes the water quality based approach used by the Commission to develop the scope of services and water quality objectives for the LFWTP upgrade, as well as the consultant's process for determining the optimal treatment processes to utilize and the design and operational features of the upgraded plant for optimizing finished water quality.
