What water quality does it achieve? How much will it cost? How reliable is it? Will the State approve it? How will it affect the hydraulics? When evaluating and selecting treatment processes for a plant expansion or new construction, these are just some of the questions that a utility faces. Determining the most ideal solution is further complicated by the subjective nature of the criteria and differing priorities of the individuals and organizations involved in the decision making process. This paper presents a systematic approach for simplifying complex treatment process selection decisions. The approach has been used with the several clients that have a broad range of project constraints and organizational priorities. Three case studies are presented to illustrate how the approach resulted in successful process selections: expansion of an existing water treatment plant (WTP) ¿¿¿¿¿¿¿¿ City of Scottsdale Central Arizona Project WTP; reconstruction of a partially demolished WTP ¿¿¿¿¿¿¿¿ City of Phoenix Deer Valley WTP; and, construction of a new WTP ¿¿¿¿¿¿¿¿ Maricopa Water District WTP.
