The Toccoa (Georgia) Water Treatment Facility (WTF) operational staff and CH2M HILL conducted a series of bench scale tests at the City of Toccoa WTF in order to evaluate different oxidation methods for the control of iron and manganese at the facility. In particular, the effectiveness of three pre-oxidant chemicals - chlorine, chlorine dioxide, and potassium permanganate - was investigated under conditions simulating full-scale operating conditions at the facility. Based on the results of these bench scale tests, full-scale testing at the City of Toccoa WTF was then conducted to assess the impact on manganese concentrations and disinfection byproduct (DBP) formation potential. This paper presents the results of the bench scale and full-scale testing and outlines the recommend operational strategy for the control of iron and manganese in the finished water while also minimizing the production of DBPs.
