On-Site Validation and Operational Optimization of the Seymour-Capilano UV Disinfection Facility

The Seymour-Capilano Filtration Plant is Metro Vancouver's first direct filtration plant and will be the largest operational ultraviolet light system for the disinfection of drinking water following start-up of the facility in late 2009. Over the first six months of 2009, various full-scale tests as well as pilot-scale and laboratory evaluations were conducted to prepare for on-site biodosimetry testing, which has presented many unique challenges, since this facility was not designed for UV system validation. The data from the UV system validation conducted using the 2003 draft of the UV Disinfection Guidance Manual was reevaluated in accordance with the final version of the manual to determine the energy savings achieved by updating the control philosophy of the system. The potential energy savings associated with additional on-site biodosimetry testing was also evaluated using performance models generated from a recent validation of a similar UV vessel with an alternative UV-sensitive challenge microorganism, T1 bacteriophage. Energy consumption and present worth evaluations were conducted to determine which options had the greatest potential to minimize the cost and optimize the operating efficiency of the UV system.
